Information Circular - Air Navigation Charges Effective from January 2008

The Nigerian Airspace Management Agency(NAMA) was created by Act No. 48 of 1999 to provide Air Navigation Services over the whole of the Nigerian Airspace and its territorial waters known as the Kano Flight Information Region in other to ensure the safe, efficient and expeditious flow of Air Traffic.

NAMA is empowered by section 7 (1) paragraph (r) of the Act to charge for services provided by the Agency.  The principles are based on those described in the statement by the Council to Contracting States on charges as contained in ICAO “policies on charges in Document 9082 and Manual on Air Navigation Services Economics Doc. 9161.  The aim of levying the charges is to recover the cost incurred in providing for the services required for that traffic.

The Air Navigation Charge comprises the route charge, approach and aerodrome control charge (Terminal Charge).
       a) Route Charge
            This is charges and fees levied for the provision of Enroute Air Navigation Services for both International and Domestic flights including over flyers. 
The charge takes into account the distance flown and less than proportionately, the Aircraft Weight.  It is applied on a per flight bases and is equal to the product of the unit rate (R), the weight factor (W) and the distance (D).
The Nigerian Airspace Management Agency commenced the collection of route charges for both International and domestic flights within the Airspace since inception.

Unit rate with effect from    1st January, 2008.

International flights:  $75   Domestic flights: N2,000

       b) Terminal Service Charge
         
This is charges and fees levied for the provision of approach and aerodrome control services at Nigerian Airports. The charge takes into account, less than proportionately, the aircraft weight.  It is applied on a per flight bases and is equal to the product of the Unit Rate (R) and the weight factor (W).  The Nigerian Airspace Management Agency commenced the process of introducing Terminal Service Charge within the Nigerian Airspace with stakeholders since 2006.

Unit Rate with effect from January 1st, 2008

            International flights    US$3.00
            Domestic flights          N250.00

  • Helicopters are not exempted from the Terminal Service Charges.

 

  • CHARGES FOR SERVICES REQUESTED OUTSIDE NORMAL HOURS OF OPERATION

A flat rate of N25,000 per hour shall be charged in addition to the applicable Air Navigation Service Charge.

  • All flights except the following categories:

 

  • Flights performed exclusively for the transport of Heads of State and/or State Aircraft;
  • Military flights performed by Military aircraft of  any State;
  • Flights performed for Search and Rescue purposes;
  • Flights terminating at Aerodrome from which the Aircraft has taken off and during which no intermediate landing has been made (Circular Flights) either due to bad weather or bird strike.
  • Any other exception approved by the Managing Director, Nigerian Airspace Management Agency (NAMA) after due consultation.
  • PAYMENT

 

Payment must be made within 30 days of invoice.  A delay interest of 6% per annum is due if charges payment is not made within the above stated period.
