DEPARTMENTS UNDER THE MANAGING DIRECTOR’S OFFICE.
Public Affairs Department
Public Affairs Department is one of the department directly under the Managing Director and Chief Executive. The department is set up to create and sustain goodwill for NAMA by ensuring that the Agency continuously seen in good light by its internal and external public.
The Department is divided into four units:
- Media relations
- Corporate promotion
- Admin/community relations.
- Video and photo unit.
- Media Relation unit : the media unit is engine room for information and image engineering. its focus is in the area of information dissemination. The unit’s scope of activities covers every aspect of media, both print and electronics.
- Corporate Promotion Unit : the corporate promotion unit is responsible for the packaging and presentation of the Agency in good light through below-the-line activities. These include :sponsorships, souvenirs, Exhibitions and other such activities.
- Admin and Community Relations Unit: handles all administrative matter relating to staff and promote the Agency’s community relations.
- Video and Photo Unit: the unit is responsible for the production of video documentaries, clips, visuals for news items, photography, etc.
Procurement/Logistics Department
Procurement/Logistics Department is under the office of the Managing Director/Chief Executive of the Agency.The Department, which is headed by a General Manager, handles all logistics matters as they affect the Agency.
FUNCTIONS
Among others, the logistics Department carries out the following functions:
1. Administer the procurement process of the Agency.
2. Work in conjunction with various usrr departments to undertake the procurements of various types.
3. Undertake Markey surveys as applicable
Audit Department
The internal Audit Department is the engine room of the established internal controls as put in with the Federal Government financial rules and regulations.
The department takes charge of the processes of ensuring that the rules are not only in place, but that they are strictly observed.
The audit also ensures the completeness of accounting records, the accuracy financial transactions and assurance that the agency obtains value for money in all its spending.
The audit department submits regular reports on the activities of the agency to the management with aim of the agency, is managed effectively within the limit of its finances and without compromising safety which is the principal goal of the agency.
Information Communication Technology Department.
The ICT dept is one of the key technical departments under the office of MD/CE and headed by the ICT Manager/CIO. Nigerian Airspace Managing Agency (NAMA) has a well equipped information Communications technology department manned by well trained professionals.
The Agency uses ICT to drive, support and sustain air navigation service provision and air traffic services, enhance productivity/efficiency, personalize staff/customer services, and provide effective administrative processes to meet the changing needs of the aviation community.
Vision: ……making information communications technology work for air safety is aligned to the Agency’ corporate objective.
Mission: to provide leadership and guidance, service and support, education and technical expertise required to establish and maintain information communications technology systems for the Agency in accordance with the vision, mission, values and goals of the Nigerian Airspace Management Agency (NAMA).
The Agency’s Website: www.nama.gov.ng currently being re-engineered is a dynamic database driven website with both information and commercial content. The corporate internet access was set up in June 2000, while presently the Agency is hooked up to the internet via VSAT. A Metropolitan Area Network linking the Headquarters and other offices in Lagos is functional. Plans are on to establish area network for the major airport while all airports are equipped with computer and accessories.
The automation of the agency’ business activities are also in progress in addition to the computer literacy programme aimed at ensuring that all the staffs are computer literate and very functional in computer applications. Towards this end, the management has setup a Computer Learning Centre at NAMA Headquarters equipped with the state-of the art computers to handle the training needs of the agency and where applicable provide chargeable Computer Service to the airport community and beyond.
The department designed and developed in-house software for Domestic Air Navigation Enroute Billing Software. The department is providing full support and services for CNS/ATM and Management and Financial functions of the Agency. The department in conjunction with Nomad technologies has also deployed the e-flight planning solution: http://aisng-eflightplan.net/ while G Angels is web site provider of the re-engineered website.
The department is fully involved in the TRACON, AIM, WGS -84/PBN, World Bank projects amongst others.
VSAT installation in collaboration with Galaxy Backbone has been completed for all the airports, about 26 locations while work is ongoing for two airports. This will carry voice & data plus internet. Also the VSAT is due for upgrade early 2010. There are ongoing plans to deploy LAN in all the airports and to deploy a VPN WAN infrastructure.
The Agency recently completed the ‘’ Project Eagle’’ in partnership with Microsoft under the Federal Government Wide Messaging and Collaboration Framework: deployed and upgraded Server range Operating System – Win 2008, Messaging and Collaboration: Exchange 2007, OCS, SharePoint (intranet portal) in view of Unified Communications and e-doc management system, Extranet. The Department is presently putting in place a comprehensive training programme that will cover staff in all the airports in Nigeria.
In addition, over 700 staff members have been trained by the ICT dept over the years under its computer literacy and application programme. This is ongoing. Also the department is veritable internship facility for aspiring ICT professionals.
In 2008 the Agency was honoured by Microsoft when its very own ICT Manager/CIO was awarded the global ‘’Microsoft Heroes award’’.
Estate Department
The Estate/Maintenance department is under the office of the Managing Director /CE of the Agency. The department provides, among other, general technical advice on Agency, Building and Infrastructure; Administration of the Agency’s Building and Infrastructural facilities in relation to the master plans of the Airport in accordance with ICAO Annexes 9 and 14.
FUNCTIONS
1. Design ,Construction and Maintenance of Building /Civil works for all departments of the Agency at various Airports and Navaids sites such as Generators houses, Air Traffic Control Towers, Radar building, Transmitters and Receiver Stations ,VOR sites.
- Design , Construction and Maintenance of Building /Civil works for all departments of the Agency at various airports such as Offices and Residential Accommodation.
- Provision of potable water / treatment and other allied civil works e.g. Roads, Sewer pavement and Drainages etc.
- Preparation of Building drawings and other technical drawings
- Provision of guidelines for consultants and construction services for the Agency.
PROTOCOL UNIT
The Protocol unit was created out of the need to have a personalized service towards providing passages to board members, guests and staff of the agency in general. It is one of the departments under the Managing Director’s office.
FUNCTIONS:
Functions of the department include:
1. Processing travelling documents for officers going on approved official tour abroad.
2. Liaising with foreign missions in Nigeria with respect to matters affecting the agency
3. Handling all matters relating to ticketing, booking of hotel accommodation for NAMA board members, staff and guest in order to eliminate delays.
4. Handling protocol issues during international conferences, seminars and workshops involving the Agency.
Planning Research & Statistics
The planning Research and statistics Department maintains adequate database capable of serving the needs of the agency and the entire aviation industry for safe, effective and economic air navigation services. Monitoring of the serviceability of the navigational aids, communications and surveillance equipment and evaluation of NAMA projects at implementation stages.
The department also monitors revenue expenditure performance of the agency and prepares reports in performance of same. The department produces periodic reports on the activities of the agency.
Department Of Safety Management System (SMS)/QA
This is technical department headed by a General Manager who reports to the MD/CE.
Its duties include:
1. Advises Senior Management on safety related matters.
2. Assisting line Managers on safety Matters.
3. Managing the Agency’s Safety Improvement Plan
4. Facilitates Hazard Identification and Risk assessment
5. Establishment of Emergency Response Plan
6. Managing Safety data bases
7. Staff training in safety and quality management
8. Investigation of incidents and accidents
9. Dissemination of appropriate safety information
10.Control of safety and quality documentation
11.Coordinating safety committees
12.Carries out Safety Audit of ATS system
13.Serves as Secretary of Safety/review Board where/when Established by the CEO
Liaison with Regulatory authority on SMS implementation. |
